David Dumke is the co-founder and CEO of Al Khaymah Establishment USA. He also serves as a consultant on foreign policy, energy, and trade for the Livingston Group, one of Washington’s most powerful government relationsfirms – where his principal client is the Egyptian Ministry of Defense. Previously, Dumke founded the MidAmr Group, which focused on strengthening political and economic relations between the United States and the Arab world. He worked extensively with the U.S. Congress to promote understanding of the Middle Eastern and North African political, economic, and social climate – and with Arab and North African leaders to increase awareness of the American economic-political process.

He is a regular participant at regional political and business conferences and forums. He has written extensively on the American political process and foreign policy, including a regular column for the Saudi-based Arab News. He has also published several analytical pieces on congressional policy making vis-à-vis the Middle East, including Congress and the Arab Heavyweights: Questioning the Saudi and Egyptian Alliances (Middle East Policy) and A View From the Inside: Congressional Decision-making and Arab-Israeli Policy (Georgetown University Center for Contemporary Arab Studies).

Dumke formerly served as legislative director to House Energy & Commerce Committee Chairman John Dingell (D-Michigan). Dumke’s congressional career also included stints with Rep. Debbie Stabenow (D-Michigan) and Rep. Fred Upton (R-Michigan). He is a native of St. Joseph, Michigan, received a B.A. from Indiana University and an M.A. from Georgetown University.


Saleh A. Mutabbakani is a co-founder of Al Khaymah Establishment USA, and founder and President of its sister company Al Khaymah Establishment KSA – which has operated in Saudi Arabia since 1984. Mutabbakani is a well-known Saudi businessman who heads a number of firms specializing in business consulting and public affairs. He brings three decades of practical experience to the table with a lengthy record of serving client needs – with notable accomplishments in public relations, commerce, defense, healthcare, education, and strategic and cultural communication. He has provided services in the Kingdom of Saudi Arabia to members of the Royal family, businesses large and small, and top educational and cultural entities.
